The Community Action Partnership of Orange County believes that poverty in all its forms and manifestations is degrading to the individual and represents a clear threat to the continued health and prosperity of our nations.
The Partnership’s mission is to enhance the quality of life within Orange County by eliminating and preventing the causes and effects of poverty by mobilizing and directing resources to assist, educate and promote self-sufficiency.
We work with community leaders to find solutions to community problems, change people's lives, embody the spirit of hope, improve communities and make Orange County a better place to live. We are dedicated to helping people help themselves and each other.

The agency works with local community leaders to find solutions to poverty and hunger. We operate programs that helps the poor meet emergency needs, stabilize crisis and find ways out of poverty.
To alleviate hunger and malnutrition, our Orange County Food Bank serves as a regional food bank to over 336 food pantries and food distribution organizations to bring more food to feed the hungry.
To help low-income families thrive and build healthy communities, we operate two family resource centers in underserved areas (El Modena and La Colonia-Anaheim).
To bridge the digital divide and improve educational outcomes, our Community Technology Partnership recycles donated computers from local corporations and place match them with entire classrooms of low-income students so they can have computer and internet access at home to improve their learning skills and knowledge for success. Computers are also matched with nonprofits that operate after school, youth, senior, and employment programs.
To help families rebuild their lives after abuse and crisis and move off welfare, our Community Partners program works with local faith-based groups and service organization to adopt needy families and provide needed goods and support services that help them rebuild their lives after abuse or leaving welfare.
To help families avert energy crisis and to reduce energy burdens, we provide utility assistance and weatherization programs.
To help the poor develop pathways out of poverty and build assets, we promote Food Stamps to reduce food insecurity and hunger, help them access Earned Income Tax Credits, develop job opportunities, provide financial literacy education to develop skills and knowledge to manage their limited resources and help them create savings.
History:
In 1964, President Lyndon B. Johnson declared war on poverty and its root causes and effects. He said, “Because it is right, because it is wise, because for the first time in our nation we have the opportunity to conquer poverty.”
Those words committed every generation of Americans then and now to the high ideal of an America without poverty and to the grand notion that there will be equal opportunity, equal justice, and flung wide the doors so that all Americans would have:
• An opportunity to work
• Access health care
• Obtain Affordable housing , and
• Gain a meaningful education for their minds and development.
In 1965, local faith-based and community leaders worked with the Orange County Supervisors to create the Community Action Partnership of Orange County to end hunger and poverty.
We work with local leaders to find solutions and to work from within the community. We help those who lack a voice to find the tools and knowledge to move out of poverty.
Over the years, we launched Orange County Head Start, Anaheim Independencia Community Center, Pacific Asian Consortium on Employment, First Things First (Insuring the Uninsured), Mobile Health Clinic, Community Mentor Partnership, and many other programs.
Today, we have two main office sites, the Orange County Food Bank and 36 food distribution sites throughout the county, two family resource centers, a child care development center, utility assistance and weatherization, employment program, and a wide array of other services and programs to help improve the quality of life for the poor.
Working in Partnership with other organizations, we are: 1) Ending childhood obesity through the PowerPlay and Latino 5 A Day program; 2) Helping the poor develop assets by promoting Earned Income Tax Credits; 3) Creating healthy communities by teaching low-income residents to take a leadership role in advocating for policy changes and moblizing resources; and 4) Creating jobs, affordable housing, and livable wages for low-income populations working with a coaliton of diverse groups to develop community benefit contracts with developers.
