History:
Established in 1914, Cooperative Extension was designed as a partnership of the U.S. Department of Agriculture and the land-grant universities, which were authorized by the federal Morrill Acts of 1862 and 1890.

Cooperative extension work among the University of Maine, county extension associations, and county commissioners is authorized by the County Extension Act. The provisions of the Act follow, as amended in 1985, and in the version published in Maine Revised Statutes Annotated, 1964 (revised 1988), vol. 2A, Title 7, sections 191-195. The language of the Act, regarding the University, is outdated: University of Maine refers to the University of Maine System; University of Maine at Orono refers to the University of Maine; and College of Agriculture refers to the Division of Research and Public Service.
